Stuck between a K3 and EU1

A European-American Couple's Visa Hell.
Met years back, struggled the tourist visa and long distance limits enough, and got married hoping it would be finally easier then to solve the question where to stay... He moved to Ireland from US after getting married, just when Ireland applied rules for EU1 visa for enabling him to stay, to join the spouse... this EU1 application by European law is supposed to take maximum of 6 months, within which the Department of (In)Justice of Ireland has to come with an answer. Ireland is breaking that law, so there are several people waiting for 9-10 months already for the answer for their case...
After a year of surviving with one salary (and not a very high one), he could go back to US (maybe not come back), and she can't go. As if the EU1 wasn't bad enough, USCIS gave very wrong information, causing a very bad situation in life. No job, no income, no home ..
Add to that the K3 hell. Welcome to our life.
